I second the first person. Godaddy is within $1 of any legitimate registrar, and no, there is no fee to transfer the domain.
Use Netfirms – http://tinyurl.com/netfirms. $5.95 including private domain registration (important to prevent spammers from using your email in your domain records). Godaddy charges $6.99 for private domain registration.
I will also vote for Godaddy, they are not only cheap but have one of the best system to manage all your domain names
