I Am An Independent Contractor Providing Administrative/secretarial Services. How Can I Market My Business?

I live in Texas and I have only been able to get two clients. I have posted ads on Craigslist as well as the Fort Worth Weekly newspaper. I can’t afford to put an ad in the Star Telegram newspaper. I work full-time but this is my side business, which I also did when I lived in Oregon. The business took off very well in Oregon with minimal effort, but I’m just not getting that exposure here.
What I can I do? I am working with a web designer to get a website (I have had my domain name for at least 5 years now). Do you think flyers are to amateur? Where would be a good place to post these flyers? Should I just get a bulk of address out the phone book and send flyers to them in the mail?
Any suggestions would be helpful.

    My suggestions:
    1. Referrals. Ask your current clients, friends, friends of friends, and relatives for new business leads.
    2. Contact similar companies. You would be surprised how many companies are overwhelmed with business and could use an outsource or a place to push off smaller clients. Give them a call and ask for the business.
    3. Chamber of Commerce. Contact your local chambers and let them know you are looking to provide administrative services. You can usually purchase a chamber contact list fairly inexpensively.
    4. Classified ads. Don’t do a display ad in the paper, just a classified.
    I sell web sites for a living and given your business model, I would keep your web site costs to an absolute minimum. You need a very basic site that let’s folks know who you are and your credentials and that’s about it.

    Business Cards are good. Leave those everywhere. If someone takes your money, they should take a card too. But for the type of services you offer, check this website out. They are very helpful. Alot of info.
